Looking to Secure Water Rights?

Here’s How to Get Started:
  1. Submit Your Application
Begin by applying for a water use permit through the Oregon Water Resources Department (OWRD). This is the first official step toward securing legal access to water for your property or project.

  2. Build Your Water System
Once your permit is approved, you’ll need to construct your water system, whether that’s a well, irrigation setup, or other infrastructure, within the timeline specified in your permit.

  3. Verify Beneficial Use
After your system is operational, it’s time to demonstrate beneficial use. That’s where TOPEX Inc. comes in. As a Certified Water Rights Examiner, we’ll inspect your system, verify flow rates, and ensure your setup aligns with the conditions outlined in your permit.

  4. Obtain Your Water Rights Certificate
With our detailed survey and documentation, we’ll guide you through the final steps of the certification process, helping you secure your official water rights certificate.

  5. Navigate Additional Regulatory Requirements
OWRD isn’t the only agency involved. Depending on your project, you may also need approvals related to fish passage, environmental quality, land use, or easements. TOPEX Inc. coordinates with local counties, the Oregon Department of Fish and Wildlife (ODFW), the Department of Environmental Quality (DEQ), and other relevant agencies to ensure your project stays compliant and on track.
